I had recently switched from Norton 360 to Kaspersky Internet Security 2013. Disabled KIS-2013 and things are back to normal. Will contact Kaspersky support on the issue.

This program did the same thing with WmiPrvSE.exe as HPWA on my HP laptop.

Finally i find some explanation! Thank you very much! What i used to do is to suspend that WmiPrvSE.exe PID and computer gets to normal, when i need some of my software i turn it on for some moments, boot that software and then turn it off again, if not software like photoshop, autocad, 3dmax will not start; for sketchup and office i dont need it at all. That shit takes me 45 to 50% of processor most of the time!
